About Us

The Operational and Technical Centre for Telecommunications Surveillance (OTC) is an independent state body that cooperates with bodies authorised to use the measures of secret surveillance of telecommunications and with telecommunications operators in the performance of tasks within its scope of work, as provided by the Security and Intelligence System Act of the Republic of Croatia.

Together with other security and intelligence system bodies, the Office of the National Security Council (UVNS), the Security and Intelligence Agency (SOA), the Military Security and Intelligence Agency (VSOA), and the Information Systems Security Bureau (ZSIS), the OTC works on the protection of national security of the Republic of Croatia within the scope prescribed by the Act.


SCOPE OF WORK

OTC is an independent state body established under the Security and Intelligence System Act of the Republic of Croatia (the Act).

In accordance with the provisions of the Act, the OTC performs the activation and management of the measures of secret surveillance of telecommunications services, activities, and traffic, and achieves operational and technical coordination between telecommunications operators and bodies authorised to use the measures of secret surveillance of telecommunications in accordance with the Security and Intelligence System Act of the Republic of Croatia, the Criminal Procedure Act, the Defence Act, and the Police Duties and Powers Act.

Communications surveillance organisation in the Republic of Croatia

In cooperation with the bodies authorised to use the measures of secret surveillance of telecommunications, the OTC is authorised to supervise the work of telecommunications operators in their performance of obligations under the Act.

For the purposes of operations of security and intelligence agencies and the police, the activation and management of the measure of secret surveillance of telecommunications services, activities and traffic shall be carried out by the OTC through an appropriate technical interface. In accordance with the provisions of the Act, telecommunication operators are obliged to provide the OTC with conditions for permanent and direct access to their facilities and technical equipment, as well as conditions for independent implementation of the measures prescribed by the Act.

The obligations of telecommunications operators in the field of secret surveillance of electronic communications networks and services are also prescribed by the Electronic Communications Act.


OTC MANAGEMENT

The work of the OTC is managed by the Director appointed and dismissed by the decision of the Government of the Republic of Croatia on the proposal of the Council for the Coordination of Security and Intelligence Agencies.

The Director of the OTC is Mario Miljavac, University Graduate In Electrical Engineering,

who was appointed on 19 January 2021 by the decision of the Government of the Republic of Croatia.
 

EXPERT OVERSIGHT

In accordance with the provisions of the Security and Intelligence System Act of the Republic of Croatia, the expert oversight of the OTC’s work is carried out by the Office of the National Security Council.
